This was an offshoot of a case wherein Governor Agnes Magpale issued a memorandum recalling the Tourist Bus issued by the suspended governor Gwen to a Barangay Captain of Mantalongon, Barili. Normally, the town Mayor Teresito Marinas was supposed to be the recipient of that Tourist Bus considering the mayor's large responsibility and clout over his constituents but because of "reverse" politics adapted by the previous administration of Gwen, she chose to prefer her trust in such a big transaction involving a Tourist Bus to a barangay captain over the town mayor. The timeline of one week for that barangay captain to return the Tourist Bus to the Governor has elapsed and so a team  was formed headed by Eva Encabo, Capitol's head of General Services to  recover the Tourist Bus, with the assistance of the town's police chief and  other members belonging to the mayor's office. The team found the bus  hidden inside a private warehouse and already cannibalized without the tires, wipers, and the sound system, etc. And here the Garcias want to make it a big deal. The watchman is now being used to charge the provincial  government of any wrong doing for the recovery of the Tourist Bus. It can be recalled that last December 2012, they also filed a case in court which  included the name of no less than the DILG Secretary Mar Roxas, Director Garbo, PRO 7 Chief, and a host of other big names which originally started when police dismantled the tents hurriedly set-up inside the premises of the  Capitol ground to dramatize their "alleged" support for the suspended governor as rumor was ripe that her suspension order was in the offing. And it resulted as an offshoot of a case filed by the police against Paulo  Garcia, the suspended governor's son who reportedly slapped a police commander at the back of his head while in the act of giving orders to his men in the dismantling of tents.
