Kaban ni D_BystandeR: HIGPIT NGA PAGPATUMAN SA BALAOD

I find strict enforcement of this fisheries code by LGUs concerned is self-defeating and lacking in moral ground considering the fact that said fishermen are being arrested at around 1 am the other night on account of violation of law probably by using a compressor but this offense does not  warrant a stiff penalty especially that the "catch" was only a  measly three kilos of fish. 

What could be considered advisable under the circumstances is for the Bantay Dagat members of  Naga City to first issue a warning informing them (apprehended  4 fishermen are from neighboring town of Minglanilla, Cebu) of their violation against the law and that the next offense would be meted out with heavier penalty. It's a pity these people who are trying to make a living to beat their economic hardships in a better way, not like through "snatching" and other similar detestable activities that endangered human lives, and they are rounded-up with their stomachs empty in the dead of night while working under cold weather condition in sea waters and got arrested instead.
