I wonder why the suspended governor Gwen is still given media mileage inside the Capitol in return for her defiance and disrespect for the "rule of law" when the Presidents's suspension order was served to her office.
Such treatment can be misinterpreted as glorifying somebody who is supposed to be ostracized and condemned for treating herself as "above the law." With the media's coverage of her boastful pronouncements we hear nothing but praises to her "previous" reign while, on the other hand, slamming everything that Governor Agnes Magpale does, calling Magpale's moves as "all reckless decision and pronouncements" while Garcia continues to defend herself as having established her good image during her reign. Just imagine the plane tickets of her son Paulo and his wife Michelle (all round trip tickets) from Cebu to Manila costing P12,028 and Manila to Laoag City last July 2012 costing P8,648, they were all charged to the Capitol. But PJ Garcia was very quick to react that they were only personal errors and the bills for their trip can be easily stricken off. PJ Garcia, the suspended governor's brother who is the Congressman of the 3rd District seems to have completely abandoned his post in the 3rd District and is seen devoting "full time" as Gwen's "official spokesman." And how many personal errors will Gov. Magpale find out in the course of a comprehensive analysis of the expenditures submitted to her office by creditors, only God knows, where some of the bills amounting to hundreds of thousands and some more than a million were incurred in CICC for food served to her visitors using poor taxpayers' money. And even the expenses incurred for food and lodging of barangay health workers who were asked to come for a different reason but turned out they were used for the prayer vigil abandoning their important works in their respective barangays to provide health program for the poor. And these health workers were utilized for the selfish personal motives of Madam Gwen to make it appear she got the solid backing of the countryside. But in the aspect of safeguarding the Capitol's coffers, we can see at a glance how carefree she was that she does not look like she cares about the Capitol's finances. She gave P5M to Ilocos of Imelda Marcos, P5M to Camarines Sur of Gov. Salceda and another P5M to Cotabato. And with the new findings of Governor Magpale, the Capitol entered into a contract for the Sugbo TV uplink to satellite for $14,000 per month and another P100,000 per month contract with Skycable. That's why recently she imposed a 100 percent increase of the parking fees of passenger buses in South Bus Terminal because the Capitol has no more money to spend for maintaining the cleanliness of toilets inside the terminal. When bus operators complained and asked her to make a 20 percent fee increase so they can still afford to give a low fare to their passengers she came out with an explanation that for 5 years there was no increase in parking fees so it is just the same as their request is granted.
Instead of helping the poor riding public not to be slammed with corresponding fare increases, she gave her "I don't care" attitude.
